How come? CST and EST are 1 hr apart, so 10:30 AM CST = 11:30 AM CST? Isn't it?

10:30 AM CST = 11:30 AM EST However, 10:30 AM MDT = 12:30 AM EST. Bit confusing... here.

One option could be, to create a webform with your application and UCI and attach the document saying, as requested.
