Fraud is refusing to process passport applications for 4+ month. Of course everyone should do everything possible to speed it up. I now regret that I didn't do the same when I applied.

Due to current backlog, you will probably get the passport at the end of July. They say it may take more than 9 weeks...

I attended the ceremony that day. File is still not closed.

I sent an application without including tourist visas, and I'm not worried about it. If it is a mistake - so be it, but then it's their fault for not clarifying that immigration status does not actually imply immigration.

Recently I applied for PRTD from Russia and paid the fee in a visa office when submitted all documents. I'm not sure how it works in other countries.

I see absolutely nothing unethical in this. What is unethical is charging more for shorter trips and one-way tickets.

I landed on January 12th last year. If I'm not mistaken, I got the card in the beginning of March.

Yes, that's true if you are coming to Canada. But if you receive a PR status being inside Canada (for example, as a student), you have a choice: to go to border or make an appointment in local CIC office to "land" inside Canada...
