The H-1B is a non-immigrant visa to work in the US. You cannot use this to move to Canada.

Based on what I've read, it _is_ possible, but with all the madness that's going on, I don't want to run the risk of running into a CBP guy who isn't aware of AVR etc.

The NOC is dependent on your job responsibilities, and not your educational qualifications. My suggestion would be to list out your daily responsibilities (and what you anticipate your employer/HR would provide in their letter) and match them up with the appropriate NOC.
