To my Knowledge, you should get a RT-PCR testing from Delhi Terminal - 3 only if you are flying directly from India. If you are flying other way you should get tested in a 3rd country 72 hours before your flight to Toronto, so you will need to get tested at Doha if you can enter the country but...

Wow, now I am nervous about my daughters application. Submitted on September 2nd in Toronto by walk in. Still under process and I have tickets booked for 23rd. Does anyone know if they can reject or ask for extra documentation while it’s under process at consulate ?

I actually went to the Canadapost next to BLS-toronto and they provided exactly the same as "Consulate General of India " and it was accepted by BLS

Based on my experience, you should send your sons original passport and Date of birth certificate, no need for physical thumbprint. The money order usually from Canada post gets trimmed at the end. Not too sure if the trim you have done is the same
