RIV is only done at Canadian Tire whereas Safety can be done at any garage or manufacturers' workshop. RIV needs to be done first.

Did you declare you car in the Goods to Follow list when you landed the first time ? I think the threshold for import duties is C$10K. Cars with a book value less than that do not attract any duty.

This selection is correct. And no, you do not need to be a US citizen but a US person which by having an SSN, you qualify.

Same here. In the RIV form, country of origion should be US. Country where car was manufactured does not matter. The RIV process and landing process will apply as-is. The positive part is you saved yourself 100-odd bucks since you already have Daytime Running Lights, a requirement during safety...
