This does not make any sense.. just make sure that you justify in your SOP.. why you want to study this course.. how it will be an addition to your current skill set and the fact that you only wish to study there and then return to your home country.. self financing would not be grounds for Visa...

I think your best bet would be to explain to the VO how this course would add to your current profile. Possibly relate some subjects in the course that you wish to learn and do not have prior knowledge about.. also some pointer addressing your grades in graduation would be nice.. You can join...

You can elaborate on what you will do when you return to your country with this degree from Canada. Possibly a future plans section in your letter of explanation..

Whenever a payment is declined or there is a technical error. It stays like, "Payment Processing" for an hour. Afterwards you can make your payment again. I'm sure you must have done it by now.. but this is for other people's reference..

Just mention the fact in your letter of explanation that it was an honest mistake and that you had no mala fide intentions behind it..

What was the reason for rejection ? If it was "others" then the best option is to apply for CAIPS notes, they can help you better understand why the visa was rejected. It would be pointless to apply without having proper knowledge of why it got rejected in the first place.

I would suggest not to make changes to the IMM1294E form because if I'm not mistaken once you click Validate an additional barcode page is generated at the bottom. Do not change it. Any additional information can be attached as a separate page in the Letter of Explanation section..
