    No You cannot submit since CIO requests you to submit the passport to Ottawa. You cannot mail your passports internationally. I called IRCC regarding this and they advised that you talk to your immigration officer and if they can allow you to submit your passport at some other VFS location but...

    Yes, you can. But you need to mention the address on the return envelope where you need your passport courierd back.
