Is it based on how long it's taking July applications to show up in the tracker or the 2021 ones that are getting finalized now?

Congrats Mandeep. Oct 24th test to Nov 12th oath... Thats fantastic.... Then again the officer told you that they'll mail out the letter soon after the test. I dont know why the officer told me (and the person before me) that oath will be sometime in the next 2-3 months....
