Before receiving the AOR also we can check it and I have linked my file . Before today, it was showing File is in "Open" Status and Process is "not started " but suddenly today it shows me unavailable error. That's why I am wondering.

Hi Kyle_Steve, It's completely fine to use anyone's credit card. I have already used my colleague's credit card. It's just for the payment purpose. No one is going to cross check about the card details.

After getting CSQ, we need to go through CIC for PR. Quebec has its own rules and process and that's why it is not under the Express entry.

French is not the mandatory to apply for Quebec PR but you can get more points if you know it.
