Yes it's possible. I got my ECA from WES and my wife from IQAS because we were having issues with her institution's verification with WES. We didn't have any issues while submitting our application. Cheers.

I'd suggest reapplying making the dates 24 and 30 correspond with your PCC. Also include pages of your passport so that the VO can see that. You should also write a letter of explanation with regards to the situation. Your prayer should be a different VO looks into your file who is more lenient...

You can tape it from the back, should be fine.

I can feel your pain, after 8 months is a really long time. I think you should transfer all the money in your bank accounts into one. It would make it easier for them. It seems the VO are not so patient these days in really vetting documents. Better safe than sorry. All the best.

I think you should check the immitracker site to compare with other PNPs in August to get an idea of the trend. PNP usually takes much longer. What's your BG status?

You should answer 'NO'. Being refused a visa is different from being refused admission. What I think it means is that u were initially granted a visa but were not allowed to enter the country at the border/airport during arrival. I answered 'NO' in mine. Others can weigh in as well on the topic...
