If that's true, it's likely that they put inland applications on hold. :(

Where did you hear that? The PM just visited Asia earlier this year and they decided to put the applications on hold? That sounds ridiculous to me lol

Unfortunately NO. You have to do it after they ask you to.

When applying PR you will sign a paper for intention to live in Quebec. If you get paycheck in cheque in other provinces your CSQ might be canceled. You may try getting a cash job in Toronto, but you will still take the risk.
