To be eligible for ONIP you should have more than 400 CRS points. Try to improve your ielts score ASAP. You never know the cutoff might come down to 400.

I dont see any problem in having a Govt job and applying for immigration. If you complete all the requirements of CIC you will be good. If they require any additional docs they will ask for it.

My UAE PCC mentions 3 months from the date of issue. But generally PCC validity is 6 months. The more recent it is to eAPR the better.
