Yes, you can select the Online option and follow the instructions there. You will need the Biometrics Instruction Letter to book at the Biometrics Centre of your choice/city. https://visa.vfsglobal.com/ind/en/can/book-an-appointment

I also got the same results, but when I tried again the next day, it was fine. They may have a temporary glitch on their system.

We're waiting for the passport to come back with the stamp. Will that have a start and expiry date between when the trip can be made? And does the issue date the minimum date when the travel can happen? Is the expiry up to the medical expiry?

I don't believe her length of time will make a difference on the file. I would suggest that you keep all air tickets, photos, boarding passes and attach it (online update) to the file once the visit is done.
