If you got your degree outside of canada then yes WES is mandatory. If the Spouse is applying for a PR then yes she has to take the IELTS as well

Indeed! a lot of the complainers here have nothing to show for. There is a reason why the score does not go lower than 460 usually. They are looking for a certain skill set and experience. you do not fit the mold if you can't reach that. Everyone who had the PNP had to pay double go through...
