Same issue, seems the site is down. I reported the technical issue just in case.

You can find all that in the Manitoba PNP webpage (link can be found in the official CIC webpage or through google) http://www.immigratemanitoba.com/immigrate-to-manitoba/ There's also a PNP section of the forum, I'm sure you'll find more information there.

    Format for multiple passport scans

I think the OP may have 2 valid passports (I do since I have dual citizenship, so do my kids). At least that's how I understood the question (and I have the same question)

Please read the 2 posts above yours, the point difference depends on the CLB. I.e. There's a huge difference in going from clb 7 to 8, or 8 to 9, but if you go from clb 9 to 10 the difference is much smaller. It's all laid out in the CIC webpage (which we should all always read first)...

Those big jumps only happen when going up from lower CLB. The increase in points is not linear. The original poster is already at clb 9 and increasing to clb 10 only gives him a 6 point gain in the language section of crs. And none for transferability. See the crs grid...

    Don’t use WES for ECA

My husband has 2 masters from a top 5 US university (dual degree, but he has 2 separate diplomas, it was 2 years full time) and it was evaluated by WES as only one master's degree. But since he wouldn't get any extra points we didn't inquire further.

    Average balance certificate

I haven't delt with this myself, but if it's coming from your salary you can show payslips, if the money was gifted to you show a gift deed (there's many threads about gift deeds), if you sold something show the receipt or other evidence of the sale, etc.

    Crs score below 400

The increase is not linear. See https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/become-candidate/criteria-comprehensive-ranking-system/grid.html There is only a 3 point difference per skill between clb 9 and 10.

    Average balance certificate

This part is what I meant: "You do not have to have the required settlementfunds for 6 months prior to submitting your application and not touch it. Youonly have to have the required funds at the time of submission of your eAPR (and again at the time of issuance of your PR visa)." You may...

The tie breaker rule for this round means that profiles with CRS 446 created BEFORE February 23 at 8:06 UTC got an ITA. https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/become-candidate/rounds-invitations.html

Have any changes were made to the EE score system? Need an urgent answer!

No changes were made. Do you have an EE profile in the pool where you saw the CRS points as 470 and now 415? Or where they just calculated on paper...

    Rejection in Express Entry Pool

Did you input the correct amount in funds that you plan to bring to Canada? It needs to be at least the minimum set by CIC

Express Entry Step by step instructions.

I think the OP was asking how recent the letter form the bank needs to be, not how long the funds need to have been in the account. The letter from the bank can't be 6 months old, you need to show you have the funds available now.

Applying for express entry before graduating/marrying

Regarding the marriage thing search for terms like "adding spouse after ITA/AoR/PPR" (those are different stages of the process) For common law relationship: search "common law evidence" or something along those lines. You should find a lot of threads

You can add them but when asked if you have ECA you'll have to answer no and thus won't get any points for them.

Applying for express entry before graduating/marrying

You won't be given points for your masters until it is evaluated by one of the agencies that determine canadian equivalency (ECA) and for that you need your diplomas. If you want to register in the EE pool now you need ECA for your bachelor's degree, IELTS resulta and your NOC code. You could...

Only Ontario selects directly from the EE pool. I suggest you read up on PNP programs on the CIC website to figure out which one is good for you. You'll find links to each province's PNP website there where you can see the details and even download pdf guides on how to apply...

    Pls help...

The CIC requirement for full time work is 30 hours or more a week. So even the lower hours qualify. If you're worried you could attach a LoE explaining that the number you declared in your profile is the average of all weeks in a month.
