I think that is true about the taxation. And You can re-enter Canada without PR card provided you apply & get an alternate travel document(along with COPR-copy) from CHC which is nothing but another Visa. One of my friend did that.

You always have to carry all passports together including expired(s). Valid visa in expired passport is valid & acceptable.

My suggestion, take leave, land there & search for jobs. One year could be sufficient to get a job of your line. Wherever you settle you can't save like in India.

You don't need to stay till you receive your PR card although it is always advisable to leave Canada after you receive it. Normally PR card arrives by post at the address (Canadian) you provide at the time of landing.
