i do not think it is a good idea that send ppr request and passport to the visa office in your home country. PNP required you stay in the province and work here. if you send it to the visa office in your home country, they might think you do not want to stay in the province...

Hi you can fill all the info in the envelop you gave to CIC which will mail your passport back and tell them it is passport. they will take care of it.
