I applied for my father's visitor visa (last visitor visa got expired) on CIC old portal and already paid fees. Can I cancel that request and apply on new IRCC portal for quicker turn-around time. Just wondering if fee would be re-funded or not?

Hi Folks I got NOI last week. All other documents are handy but experience letter with duties may take some time. Is it advisable to submit profile on OINP portal with experience letter without duities and update it when it is available.
