Lawyers can request a "writ of mandamus" from the court, which is, basically, an order to IRCC to fulfill their duty to process the application within a reasonable timeframe. Google it.

You are not alone, trust me. As a matter of fact, I think a vast majority of February applicants haven't received a test invite yet. I am waiting for GCMS notes to come, but it may also take a while.

I think you can't make generic statements on this issue. It probably depends on individual status, for example if your work permit expires during PR processing, you may be able to continue working, but if you leave Canada, you'll immediately lose legal status inland and as a consequence, CIC...
