    He has an older mother in Europe and we have no idea about the father, but they are like 80+, in no way interested in Canada. Why would they be an issue? The other 2 conditions are fine (will be fine once my brother renounce his pr status).

    Yes, I realize that so I would have to make sure I have significant "roots" in my home country before applying. Just tell me one more thing- do I need to apply for a travel document and wait out the appeal or can I just surrender my PR status? Thanks.

    I wasn't, but I am applying for travel document for permanent resident right now and it has a box for 'absence while accompanying a Canadian citizen or a permanent resident outside Canada- relationship to you- spouse, common law, parent' it doesn't mention it is only for minors.
