I think SGVO wins based on, it takes 4 to 6 weeks for them to issue COPR after receiving passport.

Are most people who are still waiting outland applicant? Are there movements in other groups like February or March AOR group for outland applicants? What about inland applicants from February or March AOR group? Are they stuck too or are their applications being processed within the normal time...

You at least got some information from CIC. I also called hem yesterday, the call center agent didn't give me any information although it has been 180 days since AOR for me (But technically still not 6 calendar months).

Wonder what SGVO does/checks after issuing PPR that it takes 6 weeks for them to issue COPR...

My boat sailed a day later. AOR on 28th January. No update since getting a request for Schedule A on February 2nd. Ordered GCMS on May 30th. Still a long way to go to receive that.
