Some of them are just assholes. Call them again (I know its pain to call them again and wait for 40 minutes if you get luck to even connect) and ask for update. If they ask you when did you call last just tell them 3 months ago and hence you are calling back again. Fucktards.

Yes I think there were 4 PPR atleast reported in this group. That means it doesn't always come on friday. they can issue any time. Hope for the best.

Do it at your own risk. Not a good idea to send passport to different country. If you are doing it through proper consulate for renewal purpose then ok.
