Yes, we can. I transferred in whitby service canada. There is a different line in service canada for checking the status of the passports.. make sure you stand in that line.

I walked in to the service canada and requested for transfer to local passport office. Transfer is in progress. They said I will get a call from local office for the next steps.

Did you get any response from them? When I called them last Friday, the agent told me, If it is that urgent, We can send you the passport without stamping.. so little worried to send them an email also.. v strange that they are not even updating their website for processing times...
