    Agree. I traveled to other countries (China, Phillipines, etc) after eAPR and my application had no problem. Possible reason for your friend's case would be he/she stay in other countries for too long -> residency is questionable or police clearance for that country is required.

    The final conclusion should be from WES. I think for double majors, you only received one degree certificate and your second major is simply mention on your transcript. In that case, it is considered one degree and you will only get 112 points.

    The above "At least one academic year" refers to the length of your (Canadian) Master/Phd program. You need to complete the program (i.e degree certificate has been awarded) in order to claim 30 points.

    Your application is probably handled by Ottawa Office. London VO is just for Visa Stamping. Can you try to reply directly to your PPR email and explain your situation? Perhaps Ottawa Office will extend the deadline or change the VO that you can submit Passport to?
