You don't need to upload the ECA report until you get an ITA and complete the forms. Since your final assessment is Master's, I would list the both credentials with the same ECA reference code and claim points for master's, which is anyway, the assessed level. Good luck!

It's not all bad news. With the nominations halted, scores will have to come down. There's still room to fulfill the immigrant quota of the country. Fingers crossed.
