Is the file reference number on the OCI website a different one or is it the same as one which starts with CAN******?

Are there any additional steps we need to follow for the e-certificate? I sent my signed oath form immediately after my oath on Oct 3rd to Niagara processing centre and it is more than 2 business days now but certificate is not still available to download. I have registered on the portal as well...
