PCC given by the Embassy does not come from India, it is issued by the Embassy locally. It is perfectly valid. You do not need to apply again in India. As a matter of fact, if you are currently residing outside India, you should submit the PCC from the respective consulate/embassy.

You can get a letter from another senior colleague. It is perfectly fine. But you will have to get it on the official letterhead of the company. If that is not workable, then get a letter on plain paper and attach an affidavit. You can find more information on this thread...

If you have submitted your application and visiting after that, you do not need to submit a new PCC. If you application is pending submission, then the PCC should be issued after the date of your last departure from that country.
