Since you already do the landing, you are officially a PR even if you don't have the PR card in possession. You should have no problem crossing the border by land with CoPR and passport.

I do not understand, according to this, CoPR holder who has been staying in the US only should be allowed to travel to Canada; and also immediate family members of Canada PR (I assume they also has been staying in US only). The government at all levels keep giving out different and confusing...

Should have no problem assume you can fly in, and you probably can only go to Toronto first anyway, because they restrict the numbers of airport that international flights can land.

The travel ban is in effect from March 18, so we will need to wait and see. Anyone who can run to the border today and do the landing should have no problems.

I just call IRCC. They say my card was mailed out on July 7th. I landed May 13th at Toronto.
