I'd say calling it unfair is quite a stretch as requirements are requirements. It is for sure generous of Canada but please do remember many of these temporary residents do work hard and pay their taxes too.

Yes, you should be able to flagpole at a border, just make sure to let them know at the US border that you intend to flagpole so they give you the letter and then you return to the Canadian border.
