That's what I thought too and the website says that too. Only u need to open employ portal if the cic requested for the letter of support with the $230 employer comlliance fee( close work permit).I talked to an ainp nominee and he told me that we didnt need to open employer portal to get letter...

About the letter of support 204 c , so we need to open an employer portal ? there's no other way without it. What if the employer doesn't want to help !? Can we request letter of support without the employer portal
