I am the same with you, AUG 25 and asked for RCMP (which I filed in the original file) on Feb 2. I just did the RCMP again and filed to them on Feb 5 and got Med request On Feb 25. Did the Med on Feb 29 and got the RPRF request on march 4. Paid the RPRF on March 4 and waiting for the PPR now...

With my case here, I totally agree with you. When I submitted my original APP, my RCMP and PCC were already 4 month old. And now I got the request to resubmit them. Therefore, it is a good idea for those whose original RCMP and PCC were more than 4 month old at the time you submit your original APP.
