I think it isnt like that. It's also based on your application status. If everything passed and only waiting for a senior officer to finalize your app (GCMS note: RFV), MP call will speed up the finalize process. However, if your app is under security check, it wont help much.

You can apply for your spouse and should apply together. and the end it will ask whether you want to submit an application for anther person. I am not an expert. This is based on my experience when I applied BOWP and SOWP.
