I think it's a standard letter they send as response to CSE. The VO might have forgotten to edit that part of the letter. I also received a response from CSE exactly one month notifying them about technical glitch. I'm seeing other applicant's name on my application for the second time! How's that?

You should have waited to be invited to apply under CEC stream as you're not required to provide POF . You're a risk taker I would say, this would jeopardize your application. This is a test case. Best of luck!
