I don't think so. In my case I used a translator that is recognized and approved in where I am residing. That was fine.

The consent form is supposed to be signed by the principal applicant alone. Your application was rejected because it had two different signatures.

The ECA for your highest qualification is what is required. Submitting ECAs for lower qualification is okay but not obligatory because you only get points for your highest qualification. I think you have nothing to worry about.
