Did you figure out what was the reason behind this email from cic?
My husband also received this email today from CIC. Though, for him it didn't state how much refund he will be getting.
He has applied for PR as well. Could it be because of that?

One thing i forgot to mention is that, this invitation letter is sent to my husband only. And not his parents. This would mean that CBSA intended to meet my husband regarding the spousal case? and not his H&C?

No he didn't apply for the PRRA/PRAA or how ever its spelled. He didn't have to, his H&C got approval before PRAA.
