I don't understand your situation. If you applied for the PGWP while your student visa was valid then they cannot tell you that your visa expired while you were waiting. Obviously if processing times are 4 months at least, your visa is bound to expire while you are waiting. That is why if you...

I may be wrong, but I don't think you can combine the length of 2 programs so as to have a time frame of 2 years.
