there are more than one examiner i guess for evaluating this

yes, its better to get ielts done, and another thing is when i was in india to do it, the examiners for the speaking test were not native speakers so i had the advantage of getting good score

you may submit any score sheet but better to do well second time

ielts these days are tougher to crack :-[
