I believe they give you 90 days from the expiry of your work permit. I am not sure if you can apply for both together but I will leave it to others to answer.

Did they give you reason for rejection? Did you apply for Bridging Open Work permit? If yes, you have to apply for it before expiry of open work permit and not after the expiry, after expiry, you have to apply for restoration of status and then apply again for BOWP.
