It is not necessary to get the experience letter signed by the HR, signature of your fellow colleague will work. But I would suggest attaching the ID & a declaration from that colleague with the experience letter. (I have read this on forums). Explain everything in your LOE. Good luck.

I do not think a hard copy will make any difference. At the time of submission, you need to upload scanned or the soft copies of your docs.
