My wife finally got her PR visa stamped at New York visa office (visa says issued at New Delhi because her file was processed at NDVO)! Thanks for your suggestions guys! Submitting to New York instead of CPC-Ottawa worked out well as the actual turn around time at the visa office was like 2 days.

CPC-Ottawa asked me to attach a return envelope with my mailing address in Canada.

NDVO already has our US address as our mailing address, yet the only options they provided are submitting the passport in India or to CPC-Ottawa. I can postal mail the passport from USA to CPC-Ottawa or I can even drive to Canada to mail my wife's passport to CPC-Ottawa with a Canadian address...
