you dont have to send, applicant him/herself or close relatives (parents, brother, sister with some conditions ) should go for dropping or collecting the passport.

Hello! the person whose email ID is given in applications forms will receive email for re med, in case u have lawyer and given lawyer's email ID in application forms then lawyer will receive it.
