I had the similar situation of the passport expiry. In your LOE (Letter of Explanation) , you could make a note about the change of passport number and why its not in sync with your IELTS report. Also your New passport will always have the old passport number which you can attach as a proof.

I tried last week, most of the options on call end to automated recorded answers and incase you reach to operator or any of the agent, they just state to drop a mail as they don't provide any application status information on call. You can give a try there's no harm :)

Actually I did call CIC and checked on the status of my application, stating i have crossed 6 months period. The agent updated that my file was transferred to NDVO. other than that she didn't update anything.

Not sure how long to wait. Its better to know the decision sooner, even if its not in favour. At least the wait will end and I could move on with my life. Many decisions are holding due to wait for PR decision. Come on NDVO some of the folks here are still waiting ;D, let us know your decisions...
