If you send the photos by courier, you should use the 2nd one. I recommend you use it as below if you want to courier. (If you are outside Canada better to use courier than normal post, unless you courier the photos to a friend in Canada and ask him to post the photos to CIC for you). Case...

We should wait and see for someone's update. I guess they may have started processing photos received Feb 2018, as I've seen the approval of someone's PR card for the photos received on 29/01/2018 in the forum.

Unfortunately I recently sent the photos again for the third time for My wife's and child's PRC Application. They received the recent photos on 22/02/2018. I think this time photos should be ok. I have sent a CSE to them to check if the photos are ok. I am now waiting for their response.
