To my knowledge without the X ray they wouldnt process the application, I went thru the same situation when I applied for WP in 2015 nov. I did the X ray after 12-14 weeks as recommended by doctor. After the submission both got the visa.

Delhi has a consulate, technically the printing would happen in CPC ottawa. Having said that work permit visa, visitor visa all are stamped at bangalore/delhi consulates.

I did both and infact lawyers told to do both the degrees as the bachelor and masters degree were submitted to IRCC. So its upto an individual to choose for only masters. So you might be rt in that perspective having masters no one cares about bachelors

Here its not the question of getting points and moreover its obvious that when u have masters degree , you will be having some sort bachelor degree. Here they want the foreign degrees to be evaluated from WES , in which they say that are equivalent to canadian.
