There are few things to check. Firstly, what inventory the application is. If it is "QC-Pending" I believe that means it is being "actively" worked. Secondly, check notes at the end and activities under "eligibility". You should see something like "recommend pass" in the notes

PR is a PR. You are free to move around the country as you wish. CIC has neither means nor jurisdiction to restrict your movements. You have however made a promise "in good faith" to settle in QC.
