on 3 August 2011 it will one year since I filed my application and I will be entitled to send case specific inquiries regarding processing times. I was instructed not to do so within the average processing times of 9-12 months, so will wait with my RVBO status one more month.

I have a case proving otherwise. my friend landed with his pregnant wife and his wife delivered CANADIAN citizen in the hospital. no problem whatsoever you might mean cases when baby is delivered after passport request, but before landing... that will be a headache.
