Hi Madhu, I am from Chennai too, and I faced a similar situation. You need to raise CSE to both NDVO and WVO. Do you have a soft copy of PCC ? If so attach the same to your CSE. request NDVO to return the PCC to you, or forward the same to WVO and tell them you will bear the courier charges...
