    Howdy! Congrats on getting your CPR. As to whether it's possible to land in Toronto, I don't know. Anything to do with Quebec is often more complicated. I suggest you call the CIC number and speak with one of the agents. I find the agents much more helpful than immigration officers. Good luck! :D
