Assuming the 16th is going to happen in the next couple of weeks, you might be right. The more it gets delayed, points might climb as there would be people who get OOPNP and hence 600 points.

CIC is kind of unpredictable that way. Considering he is a July candidate, its early days yet. His moving should'nt be such a big deal.
