you are correct. my NOC 21341 yes you are correct. some NOC like my own 21321 only get ITA's once a year. I was lucky to have received one just 2 months in Canada. The general OINP draw is usually once a year in January but who knows things can change.

I think you still have enough time before your visa expires although it depends on your NOC. from past years my NOC usually receive ITA once a year. Good idea to apply for all streams you qualify for as well.
